Allow auth by user ID only, drop login matching

CHATTO_ALLOWED_USERS matched logins and IDs, but only the plugin intake
did: dispatch builds every source with role_authorized=True, so the
gateway's reauthorize_roles re-tested the same env list against the raw
user ID — with no login alias for Chatto (_principal_matches_allowlist
carries alias rules only for WhatsApp/SimpleX/Nostr). A login entry
passed the intake, got dispatched, and was then thrown away with
RuntimeStoreError('permission_denied'): no reply, no reaction, a silent
drop. That cost nickk an evening whose messages are gone; paul's went
through only because his entry happened to be his ID.

Matching IDs only makes both doors read one list with one meaning. The
login branch, its _user_cache fallback and the _is_allowed_user_id
wrapper are gone; the rejection warning in _check_auth already prints
the ID, which is now also the documented way to find it. Server-side
configs still holding logins must be switched to IDs before this ships.

+**Allowlist entries are user IDs, never logins.** Authorization runs through
+two doors: the plugin intake (`_is_authorized`) and the gateway's
+fresh-role recheck, which fires because dispatch builds every source with
+`role_authorized=True` and re-tests the same env list — matching raw IDs
+only (`_principal_matches_allowlist` has no login aliases for Chatto; only
+WhatsApp/SimpleX/Nostr carry alias rules). A login entry therefore passes
+the intake and then throws `RuntimeStoreError('permission_denied')` in
+`reauthorize_roles`: no answer, no reaction, a silent drop. That is the bug
+that cost nickk an evening in October 2026. Logins stay welcome where they
+are addressing — @-mentions, the roster, `chatto_send_dm` — never where
+they would be authorization.

DM rooms (a bot cannot read the server-wide directory). `author_id` is offered
for the case where an ID is already in hand.
+
+## Allowlisting by user ID, not login
+
+`CHATTO_ALLOWED_USERS` matches user IDs only. That is not a taste decision —
+it is what the gateway's own authorization makes survivable. Dispatch builds
+every source with `role_authorized=True` ("the adapter vouched for this
+user"), and the gateway treats that flag as a request to re-run the check
+itself: `reauthorize_roles` (upstream `gateway/session_ingress_context.py`)
+first re-tests the platform allowlist — the very same
+`CHATTO_ALLOWED_USERS` list the plugin registered via
+`allowed_users_env` — against `source.user_id`, and raises
+`RuntimeStoreError('permission_denied')` when it does not match. Its matcher,
+`_principal_matches_allowlist`, knows no login aliases for Chatto; only
+WhatsApp, SimpleX and Nostr platforms carry alias rules there.
+
+So while the plugin accepted logins too, the two doors disagreed: a
+login-only entry passed the intake, got the message dispatched, and was then
+thrown away at the recheck — no reply, no 🫥, nothing in the room. The
+October 2026 incident (nickk's messages dropped all evening while paul's
+went through, purely because paul's list entry happened to be his ID) was
+diagnosed to exactly this fork. Implementing a `reauthorize_native_roles`
+hook, as Discord does for its role model, would have re-decided the
+allowlist question in a second place and recreated the drift the
+one-implementation rules in AGENTS.md exist to prevent — teaching the
+gateway matcher the alias instead would be an upstream change for one
+platform. Accepting IDs only costs nothing (the ID is on every message, and
+`_check_auth`'s rejection warning prints it for the user to copy) and makes
+both doors read one list with one meaning.

+#### How to find a user ID
+
+A Chatto user ID is the `U…` string that identifies an account; it never changes, while a login can be renamed. Two ways to get one:
+
+1. **Have the person write to the bot** (a DM, or a message in any joined room) while their ID is not yet listed. The gateway log then names both — login and ID — in the line `Chatto: rejecting message from unauthorized user 'nickk' (Uxxxxxxxxxxxxxxx)`. Copy the ID from there, add it to `CHATTO_ALLOWED_USERS`, and restart the gateway. On a fresh install without any allowlist, set `CHATTO_ALLOW_ALL_USERS=true` temporarily so this first message reaches the log.
+2. **Admin Dashboard → Members** shows every account with its ID.

 > **Warning:** Setting `CHATTO_ALLOW_ALL_USERS=true` means any user on your Chatto server has full access to the agent's capabilities, including tool use and system access. Use this only on trusted, private Chatto instances.
