Document contact info and authorship

README now points users to Paul Klumpp (PaulK) and the #chatto-hackers
room on ChattoHQ, the same Chatto instance the bot defaults to.
plugin.yaml author field names the actual maintainer so the plugin
manifest stops attributing the work to a generic 'Chatto community
guys' string that nobody owns.
